Vote on Malian constitution: Soldiers cast ballots during early referendum Mali will hold a refendum this Sunday on reforming the country's constitution. Among the proposals: to scrap French as Mali's official language. Hundreds of thousands of Malians live in neighbouring Ivory Coast and there the campaign for the 'yes' vote is in full swing.
