Election day: Voting underway in France’s overseas territories Polls opened earlier in France’s overseas territories, where almost three million French reside. The first vote was cast on Saturday midday Paris time by a 90-year-old man in the territory of Saint Pierre and Miquelon off the northern coast of Canada.
